Moving Vehicle and Storage Container Permit
MVSC Permit
Per City Code 7-2-6(G).
The purpose of this program is to allow customers to reserve public parking spaces and/or other public right-of-way spaces for loading and unloading of moving vehicles and/or storage containers without obstructing traffic flow.
- MVSC Permit is NOT MANDATORY if the moving party does not wish to reserve parking space(s).**
- MVSC Permit is MANDATORY for storage container placement in the public right-of-way
Fees
Moving Vehicle

A $120.00 fee will be charged per location, per occurrence within the regular parking area per ordinance 130-O-18. Additional charges may apply within the metered parking area.
Storage Container

A $120.00 fee will be charged per storage container per occurrence per week or less. Allocation of space will not be allowed for more than 3 consecutive weeks, per ordinance 130-O-18.
Cancellation Fee

Any permit cancellation requested by a customer will be assessed a $25 cancellation fee upon its approval.
Review, approval, and issuance process
The application will be reviewed and approved on a first-come, first-served basis by the Public Works Agency.

Application must be submitted no less than 10 (ten) business days before the actual date(s) requested.

The review process may take up to 3 business days, depending on the thorough analysis of every application on an individual basis.

Upon approval, the applicant will be notified by designated personnel via email and presented with several fee payment options.

The applicant will receive an official notice via email confirming the issuance of the permit, with the document in PDF format attached.
Applying
Please follow the list of basic instructions below:

Click on the following link: “Citizen Portal.”

Register for an account, unless you already have one (you cannot proceed any further without being registered).

Login into your account

From the upper tab, click on the “Public Works.”

Accept all the terms and conditions and click on the “Continue Application” button.

1: Click on the “All Public Works Applications”. 2: In the dropdown list, click on the “Moving Vehicle & Storage Container Permit”. 3: Click on the “Continue Application” button.

Start the application process. First, you must click on the “Select from Account” button, or on the “Add New” button if you are helping someone else with this process.

Provide all the required information by filling in the corresponding fields. Please note that you will be providing an electronic signature in order for the application to be submitted.
Important
City personnel set up a "No Parking Zone"(NPZ) area at least 48 hours before the date(s) approved for such activities in the regular parking lane, or it allocates a "No Parking Zone" area at least 2 hours before the times/dates approved for such activities in the metered parking zone. The “NPZ” sign(s) will state “No Parking Zone between 7:00 AM and 5:00 PM”. You can request a different period of time by stating it in the additional information field during submission of the application if the moving truck arrival or actual placement(!) of a Storage Container takes place outside said period of time. If on specified date(s) the allocated area is occupied by someone else not associated with your moving activities, please contact Parking Enforcement at (847) 448-4311 (Monday through Friday), or Evanston Police Department (Saturday and Sunday) at “non-emergency” number (847)866-5000.
Insurance
A certificate of insurance for $1,000,000 naming the City of Evanston as an additional insured must be produced by the company providing storage container services before the permit can be approved. It is the applicant's responsibility to inform the company of such requirements. (Please note that these requirements only apply to storage container permit applications)
Penalities
The penalty for placing a storage container shall be $500 per day if the permit expires and the obstruction remains. However, the Director of Public Works Agency may extend the permit upon request by the applicant. The penalty shall be $500 per day for obstructing the public way without a permit (except in cases of emergency). However, if all permit requirements are subsequently met and a permit is issued, the penalty may be reduced to an amount equal to the fee scheduled for such permit. Please note that these penalties only apply to storage container permit violations.
**Parking or moving a vehicle in a dedicated traffic lane in Public Right-of-Way without prior approval or an official authorization from the City is illegal, and it may result in citation(s) and/or fine(s).
