Everyone in Evanston has basic rights, no matter their immigration status.
The City of Evanston is steadfast in its commitment to fostering a safe, inclusive, and welcoming community for all residents, regardless of immigration or citizenship status. Under our Welcoming City Ordinance and the Illinois TRUST Act, city officials will not participate in federal civil immigration enforcement or inquire about someone’s immigration status.
The City has also adopted an ICE-Free Zones resolution, which prohibits federal agents from using City property to stage immigration enforcement operations and requires signs on City property designating areas federal agents may not enter without a warrant.
Evanston Police Response to Federal Civil Immigration Enforcement Activity
The Evanston Police Department understands that reports of federal immigration enforcement activity can cause fear, confusion, and concern in the community. This guide explains, in general terms, how Evanston Police respond when officers receive calls about possible activity involving federal immigration agencies such as U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP).

Community members may also call 311 for additional support and information related to immigrant rights and resources.
