Meet the City Manager
City Manager Luke Stowe was appointed as City Manager in August 2022. Before his appointment, Stowe had served as Interim City Manager, bringing continuity, institutional knowledge, and nearly 25 years of local government experience to the role. As Interim Deputy City Manager, he oversaw multiple City departments and divisions, including Fire, Health and Human Services, Finance and Budget, Parks and Recreation, Information Technology, and Administrative Adjudication.
Stowe has been with the City since June 2012 and has held several key leadership positions throughout his tenure, including Director of Administrative Services, Chief Information Officer, and Digital Services Manager. During the height of the COVID-19 pandemic, he played a critical role in supporting the City’s Emergency Operations Center, helping to coordinate response efforts during an unprecedented public health emergency.
Before joining the City, Stowe held management and technology leadership roles in Lake County and Champaign-area governments, as well as in the private sector. His work has been recognized at the national and state levels; he was named one of Government Technology Magazine’s “Top Doers, Dreamers & Drivers” and was nominated for StateScoop’s Local IT Leader of the Year award.
Meet the Deputy City Manager

Carina E. Sanchez is a seasoned public and municipal leadership executive with more than 20 years of experience, she is recognized for strong operational leadership, portfolio oversight, and advancing DEI and minority participation initiatives. Her background includes operations and program management, policy development, legislative engagement, budget administration, community outreach, strategic planning, and team leadership, supported by effective communication and resource management.
Most recently, she served as Executive Director of the Public Building Commission of Chicago, overseeing Commission operations and facilities at the Richard J. Daley Center. During her tenure, she supported more than $1 billion in capital projects over seven years for agencies including Chicago Public Schools, Chicago Public Libraries, Chicago Park District, and City Colleges of Chicago. She also advanced MBE and WBE participation, strengthened intergovernmental relationships, and ensured efficient operations through close coordination with departmental teams.
