The Community Development Department's mission is to enhance the character and diversity of Evanston's residential neighborhoods and commercial districts while promoting a healthy environment to make Evanston the most livable city in America. The department oversees building, inspection, planning, and zoning activities, and administers affordable housing and community development programs. These efforts are supported by federal and local funding and are designed to serve lower- and moderate-income residents while fostering inclusive, well-planned growth citywide.

Building and Development Services Division

Permit Services: This team processes building permit applications and reviews construction documents, including building plans, to ensure they meet code requirements. The division also issues Certificates of Occupancy and oversees the Elevator Inspection Program.

Building Inspection: This team is staffed by experts in structural, electrical, plumbing, and mechanical codes. They inspect permitted construction projects to ensure compliance with all regulations and assist with administering the Housing Rehab Loan Program.

Property Standards: This team educates and assists property owners in meeting property maintenance code requirements and responds to complaints to enforce the City’s codes. The team conducts routine inspections of all rental units registered with the City and manages programs for short-term rental licensing, shared housing licensing, rental registration, and vacant building registration.

Planning and Zoning Division

The Planning and Zoning Division shapes Evanston’s built environment by supporting vibrant neighborhoods, expanding housing opportunities, and preserving the City’s historic character. It administers the Zoning Ordinance, reviews development proposals, and processes requests such as plan developments, variances, and special uses to ensure thoughtful, compliant growth. The division also leads historic preservation efforts, protecting buildings, sites, and traditions that reflect the community’s architectural and cultural heritage. 

Housing and Grants Division

The Housing and Grants Division works to keep and expand housing options for both renters and homeowners in Evanston. Many of its programs focus on making housing affordable for low- and moderate-income households. Using federal and local funds, the City provides support for buying, building, and repairing homes and rental properties. The division manages $2 million in federal grants each year and makes sure all programs follow federal rules.
