Special Announcements:

Effective May  30, 2025, the City of Evanston has adopted the Responsible Bidder Ordinance (RBO) 23-O-25, which applies to all City of Evanston construction-related projects. This ordinance establishes requirements for contractors on public works projects, including bid submission requirements, such as evidence of participation in apprenticeship training programs and completion of OSHA safety programs. The RBO also includes provisions for pre-qualification of contractors and subcontractors, which extends for 12 months.

The City cannot receive packages requiring a signature and/ or a time stamp. As an alternative, the City of Evanston has partnered with DemandStar and has transitioned to a fully automated, web-based electronic bidding solicitation. Respondents may set up an account with DemandStar for free, and there is no fee to post in the system

Vendor DBE 

Pursuant to  Public Act 102-0265 , contractors and all subcontractors are required to complete and submit a Vendor DBE certification, regardless of DBE status. In addition, the City will collect and electronically publish data from all vendors and subcontractors doing business with the taxing district. 

Prevailing Wage Rates

The General Assembly of the State of Illinois has enacted the Prevailing Wage Act, 820 ILCS 130/1 et seq. (“Act”).

The State of Illinois requires public bodies to meet certain prerequisites in issuing of bids and the letting of contracts for construction projects. The Illinois Prevailing Wage Act requires that the City of Evanston ascertain the prevailing rate of wages as defined in the Act. This Ordinance confirms that the general prevailing wage rates in this locality for laborers, mechanics, and other workers engaged in the construction of public works, is the same as determined by the Department of Labor of the State of Illinois.

The City of Evanston has partnered with Expert AP powered by AvidXchange to automate our accounts payable and payment process. All Vendors will need to register with AvidXchange  for payments.
