Housing Rehab

The City of Evanston is dedicated to promoting safe, sanitary and decent housing for its residents.  To support this goal, the City offers a Housing Rehabilitation Program. This program is funded by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program.

The program helps improve homes in Evanston that are lived in by low- and moderate-income households (<80% Area Median Income; see chart below). 

Eligible homeowners may receive financial help to make eligible improvements to address health, safety, and accessibility challenges. In most cases, this help comes as 0% interest loans that are deferred, meaning repayment may not be required right away. 1-4 units rental property owners may also qualify if their properties are mainly rented to income-eligible tenants.  

Eligible households need to meet multiple eligibility criterias including, income qualification and the property value cap.

The Housing Rehabilitation Program Addresses:

  1. Health, safety and accessibility items,
  2. Elements which will lengthen the useful life of the structure, and
  3. Energy resource conservation
