Housing & Community Development Committee
Building equitable housing, economic opportunity, and
well-being for all.
The Housing and Community Development Committee (HCDC) guides City policy on the use of federal entitlement funds and local resources to:
- Develop vibrant, welcoming, sustainable neighborhoods
- Improve housing, combat homelessness
- Maintain and expand housing affordability and diversity
- Support local businesses and job creation
- Revitalize public spaces (parks, community centers, and other community amenities)
The Committee oversees the City’s HUD Consolidated Plan that governs the use of CDBG, HOME and ESG funding, and the annual Action Plans and Consolidated Annual Performance and Evaluation Reports to implement programs and activities to achieve its goals.
To meet these goals, the Committee may provide recommendations on the use of the following funding sources:

Community Development Block Grant ("CDBG").
Programs funded with CDBG funds must benefit low- and moderate-income persons and meet the restrictions and national objectives associated with the funds. -
HOME Investment Partnership Program funds are used for housing development and preservation, and to leverage additional sources of funding to address affordable housing needs.

City of Evanston Affordable Housing Fund (AHF) dollars are often used with HOME to leverage external resources for housing, and to provide additional housing-related services based on local needs

The Housing & Community Development Committee is made up of 9 members. Current members include:

Community members are welcome to attend the Housing & Community Development Committee meetings. Meetings are typically held:
When: 3rd Tuesday of the Month at 7:00 p.m.

The Housing and Community Development Committee informs the City's HUD Consolidated Plan and use of CDBG, HOME, and the Affordable Housing Fund. This committee was configured out of the realignment of its predecessors, the Housing and Community Development Act Committee (HCDA) and Housing and Homelessness Commission (HHC), which focused on funding opportunities for the built environment. The current iteration as the Housing and Community Development Committee seeks to mitigate the previously substantial overlap of the aforementioned committees.
