Joint Review Board

A Joint Review Board (JRB) is initially established when a new Tax Increment Financing District (TIF) is under consideration and makes a recommendation to the City Council. The JRB is composed of members representing certain taxing districts which are affected by the TIF. The Joint Review Board meets annually to discuss the annual report filed with the State of Illinois on each of the TIF Districts within the city.

Interested Parties Registry

Any individual or organization interested in obtaining information pertaining to activities within a particular Redevelopment Project Area(s) is entitled to register in the appropriate Registry. Organizations include, but are not limited to, the following: businesses, business organizations, civic groups, not-for-profit corporations and community organizations. An individual or organization seeking  to register as an Interested Party must complete a registration form available online here

Approved Five-Fifths Tax Increment Finance District

INGRAHAM PARK UPDATE 

Staff has completed the process for separating the Ingraham Park parcel from the Civic Center property.  This clearly dilineates the park from the civic center building parcels.

 INGRAHAM PARK 

Staff has contracted with BH Suhr, a local surveyor, to separate Ingraham Park from PIN 11-07-118-001-0000 by creating a Tax Division Map which will create two parcels and two PINs.  One parcel will be Ingraham Park, the other will be the Civic Center.  The proposed Ingraham Park property line shall be 5 feet from from the adjoining parking lot curb along the south and east proposed park property lines.   BH Suhr will prepare the Tax Division Map for recordation with Cook County.  The PINs will be assigned by Cook County upon recordation.   The agreement is viewable at this link:  BH Suhr Tax Map Legal Description Agreement

During City Council Five-Fifths TIF deliberations, the community requested and City Council agreed to direct staff to protect Ingraham Park from potential redevelopment.    The Five-Fifths TIF district includes the Civic Center property which is composed of three parcels: 11-07-118-001-0000, 11-07-118-002-0000, and 11-07-118-004-0000. A majority of the Civic Center falls on PIN 11-07-118-001-0000.  The maps below shows the three parcels in the area bound by Leonard Place, Ridge Avenue, Simpson Street, and Asbury Avenue.  As can be seen in the shaded area of the second map below, Ingraham Park is included in a single parcel with the Civic Center building, parking lot, Avenue of the Righteous, and the boiler building.  City Council approved Resolution 87-R-21 -Authorizing the Separation of Ingraham Park into A Distinct Tax Parcel
