With the inception of the Long Range Sewer Improvement Program and the high costs associated with that massive project, a formula was developed for the establishment of the sewer service charge in conjunction with the budget process each year. The Service Charge is now directly based on the expenses, transfers, use of fund balance and investment income as reflected in the budget.
