Evanston operates its sewer systems under two permits granted by the Illinois Environmental Protection Agency.  The National Pollution Discharge Elimination System (NPDES) permit governs operation of the combined sewer system.  The Municipal Separate Storm Sewer System (MS4) permit applies to operation of the relief and storm sewer systems.
