Current Agreement:
The exclusive hauler for the City’s commercial waste franchise is Lakeshore Recycling Services (LRS). Lakeshore’s agreement is an initial five-year agreement starting on November 1, 2022 and ending on October 31, 2027. There are two optional extensions the City can exercise for three years each.
Eligible Businesses:
Under the City’s franchise agreement, The exclusive hauler for the franchise provides the collection, transportation, and disposal of material collected from:
- commercial
- industrial
- institutional
- multi-family (six units or greater) properties
Exemptions: Some accounts can receive an exemption from the exclusive franchise, but require written approval from the City’s Public Works Agency. If you believe your location should be exempt from the franchise, please email WasteFranchises@cityofevanston.org explaining why they should be exempt from having to utilize the franchise service.

Why Establish a Solid Waste Franchise?
An exclusive solid waste franchise for commercial, business, institutional, and multifamily residential buildings benefits both the City of Evanston and customers. The City established its solid waste franchise on August 11, 2008 and most recently amended it on February 9, 2022. The benefits of having an exclusive solid waste franchise are:
