Update to the Residential Landlord Tenant Ordinance (RLTO)

The Housing & Community Development Committee is considering updates to the City of Evanston's Residential Landlord Tenant Ordinance (RLTO), which governs basic rights and responsibilities for tenants and landlords, such as security deposits, late fees, notices, and lease non-renewal, among other items. This update also includes alignment with the ordinances of neighboring municipalities, such as Chicago and Cook County.

  • February 21, 2023 -- Potential RLTO updates presented to the Housing & Community Development Committee 

  • May 16, 2023 -- First discussion of RLTO updates in Housing & Community Development Committee

  • June 20, 2023 -- Second discussion of RLTO updates in Housing & Community Development Committee

  • July 17, 2023 -- Third discussion of RLTO updates in Housing & Community Development Committee

  • August 29, 2023-October 6, 2023 -- Just Cause Task Force weekly discussions

  • October 17, 2023 --Draft amended RLTO, including Just Cause for Eviction, presented to Housing & Community Development Committee for discussion

  • November 30, 2023 --Special Housing & Community Development Committee meeting canceled.

  • December 5, 2023 -- Special Housing & Community Development Committee meeting canceled 

  • January 29, 2023 -- The Housing & Community Development Committee meeting will reconvene on RLTO updates
