Round 2 / Fiscal Year 2024

Background

On August 13, 2024, U.S. Department of Housing and Urban Development (HUD) announced the second round of PRO Housing, a competitive grant opportunity to identify and remove barriers to affordable housing production and preservation (PRO is an acronym of Pathways to Removing Obstacles). HUD intends to grant over $100 million, each grant will range from $1 to $7 million and funds must be spent by 2030.

Draft Strategy

The City proposes to address two significant barriers to housing production and preservation through two corresponding strategies and five activities. While there are other barriers to affordable housing in Evanston, we believe these are significant and well-positioned to score well on this highly competitive grant. We coalesced around these strategies by:

Outcome

On June 26, 2024, HUD announced 21 awards totaling nearly $85 million. Over 175 applications were submitted from 47 States and territories. 

Public Feedback

Thank you to everyone who provided feedback on the DRAFT PRO Housing FY23 Application. Whether in-person or virtually at an Open House, via email, or feedback form, thank you for taking the time to share your input!

Prior to submission, the City reviewed and incorporated public feedback to strengthen our application including the following updates:

  • Larger budget allocation towards anti-displacement and preservation

  • Expanded budget and greater focus on community engagement

  • Increased support for affordable homeownership

Draft Strategy

The City proposed to address four significant barriers to housing production and preservation through four strategies. We coalesced around these strategies by:

  • Focusing on significant housing needs

  • Identifying the largest barriers

  • Brainstorming barrier-reducing activities

  • Evaluating activities, including eligibility, scoring, racial equity, and impact

  • Bundling activities into four coherent strategies

The City hosted two hybrid Open Houses. A brief overview of the grant opportunity and the City's draft strategies were provided. The remaining time allowed attendees to ask questions and submit feedback.
