Wheel Tax
Evanston Wheel Tax Information
- Requirement: Vehicles registered through the Illinois Secretary of State to an Evanston address must purchase an annual Wheel Tax.
- Enforcement: No physical sticker is issued. Compliance is monitored via License Plate Recognition (LPR) technology; failure to pay may result in parking tickets.
2026-2027 Timeline
- 2026 Season: Purchasing concluded on July 31, 2026.
- 2027 Season: Purchasing begins August 11, 2026. Renewal letters will be mailed to registered Evanston vehicle owners prior to the start date.
Purchase or Renew Online
Purchase or renew your wheel tax, parking permit, and parking pass online via the Wheel Tax renewal checkout portal.

Autopay
If enrolled in Autopay, your renewal will process automatically on September 23, 2026. Please log in to your account to verify or update your payment details prior to this date.
Purchase
If you need to make any changes to the form, please mail the completed application along with a copy of the vehicle registration to the address provided below. Alternatively, you can submit applications in person by placing them in the blue drop box located in front of our building. Please make checks payable to "The City of Evanston" and send them to the following address. (Please do not mail cash)

Transferring a Wheel Tax
If you replace your vehicle, you can transfer your annual Wheel Tax by providing:- A copy of your new vehicle registration.
- Documentation showing you no longer own the previous vehicle.
New Vehicle Purchase
Owners have 30 days from the date of purchase to register their vehicle and buy a Wheel Tax without penalty.
Change of Address
To ensure you receive renewal notices and correspondence, update your address with both:
- The Illinois Secretary of State.
- The City of Evanston: Call/text (847) 448-4311 or submit a 3-1-1 service request.
Note: Proof of address change is required.
Access Evanston Program
(Eligible Senior Discount)
- Requirement: You must complete your Access Evanston Program application before purchasing the Wheel Tax.
- Purchasing: The senior rate is only available in person or by mail (not available online).
- Limit: One discount per household.

NOTE: To qualify for the senior discount, you must complete your Access Evanston Program application before paying for the Wheel Tax.
Parking Permits
Residential Parking Permits
To obtain a residential parking permit and visitor passes, you must provide proof of residency within an eligible parking district. To verify your parking district, visit 311 About My Place.
Acceptable forms of proof of residency include:
- Driver's license or government-issued ID
- Current lease or settlement agreement
- Current utility bill dated within the last 30 days
- Vehicle registration
On-Street Non-Residential Parking Permit
Residents who live within an eligible district but drive a vehicle registered outside Evanston may qualify for an on-street non-residential parking permit.
Requirements:
- Vehicle Registration: Current State Vehicle Registration showing where the vehicle is legally registered.
- Proof of Residency: A current signed lease (signed by both landlord and tenants) or a utility bill (Gas, Electric, Cable, or Water) dated within the last 30 days.
Fees:
- On-Street Residential Permit: $50.00
- On-Street Non-Residential Permit: $140.00

One-Day Parking Passes
One-day parking passes are available for guests of residents living within a residential parking district.
Requirements:
- Only residents of the district may purchase passes.
- Proof of residence is required for each purchase.

- Purchasable exclusively at The Collector's Office, 909 Davis St, Evanston, IL 60201.
- Not available at Community Centers.
To receive Senior or Military/Veteran Wheel Tax discounts under the Access Evanston Program, residents must complete the specific discount application process:

- Specific Permit Required: Apply for and purchase a "Senior Wheel Tax Permit" or "Military/Veteran Wheel Tax Permit". Standard renewals will be charged full price.
- No Automatic Discounts or Autopay: Discounts are not automatically applied to renewals, and autopay is not available for this cycle.
- Renewal Locations: Seniors enrolled in the Access Evanston Program may renew at City Hall or any participating community center. Unenrolled seniors must apply in person at a community center.
