City Services

Public Works (PWA)

City priorities right now: clearing/opening roads and sidewalks, opening storm drains, and controlling intersections.
After receiving about 600 service requests, the City's Forestry Division, supplemented by staff from other divisions, continues working to clear downed trees and branches. Crews will continue working throughout the week and well into the weekend.
Approximately 4 intersections remain without power; stop signs have been deployed and are being monitored by the team.
Refuse collection may be delayed in areas where cleanup work is ongoing.

311

311 will remain open until 7 p.m. tonight and reopen at 6 a.m. Call volume has been high (nearly 1,900 contacts for flooding and tree-related issues).
For hazardous Forestry issues, please contact 311 via phone, chat, text, or email. Forestry is working to remove any hazardous trees. It is not necessary to contact Forestry for tree branches on the parkway, as they will be going street to street removing them. Due to the volume, it will take 7-10 days to remove all branches.

Parks & Recreation Closures

Levy Senior Center has reopened to the public.
The power at the Dempster Street Beach Office has been restored.
Lee Street and Dempster Street bathrooms and other lakefront bathrooms will reopen Wednesday.
Aquatics Camp will resume on Wednesday.
Beaches will be open to swimming beginning at 10 a.m. on Wednesday.
Fleetwood-Jourdain Center will be closed for the remainder of the week due to an HVAC issue. Camps have been rerouted to the Robert Crown Community Center.
Café au Lake will reopen on Wednesday.
Impacted programming has received dedicated communications.
Greenways staff are evaluating parks for damage and mitigating damage where possible.

Additional Information

ComEd is prioritizing storm-related calls only; non-storm-related service requests will not be addressed until further notice.
According to the ComEd outage map, 773 customers remain without power.

ETHS to Move 'Geometry in Construction' House on August 3

Evanston Township High School (ETHS) will move a two-story home on Monday, August 3, beginning at 9 a.m. The home will move from 1600 Dodge Ave. to 2120 Darrow Ave.

The 'Geometry In Construction' course at ETHS provides students the opportunity to learn math by building a home, which is then sold as affordable housing. The program is a collaboration between ETHS, the City of Evanston, and Community Partners for Affordable Housing.

The home will depart ETHS, travel east on Lake Street, north on Dodge Avenue, east on Simpson Street, and north on Darrow Avenue. View the route map.

There will be no parking along part of the moving route. Community members can expect minor delays accessing homes and businesses during the move. Darrow Avenue will be closed from Simpson to Payne Streets from 7 a.m. to 5 p.m., including both sidewalks. No parking will be allowed during the street closure.

Evanston Ecology Center Achieves LEED Gold Certification Following Renovation

The Evanston Ecology Center has officially achieved LEED Gold Certification from the U.S. Green Building Council. This designation follows the major facility renovation that was completed in 2025, which modernized the building and advanced sustainability goals.

The extensive upgrades directly support the City’s Climate Action and Resilience Plan (CARP) and its Healthy Building Ordinance. By transforming the facility into a high-performance, eco-friendly hub, the City has solidified the Ecology Center’s role as both an educational resource and a model for sustainable infrastructure.

This achievement was made possible through the collaboration of Nurture Architects, who envisioned the sustainable transformation, and general contractor Central Rug and Carpet, who brought it to life.

The renovation included these key improvements:

Fully Electric HVAC System: Installed a fully electric heating and cooling system to eliminate operational emissions. The new system has a 29% improvement in energy performance above baseline code requirements.
Classroom & Office Modernization: Renovated internal educational spaces and administrative offices to enhance functionality and improve the visitor/staff experience.
Restroom Upgrades: Renovated the restrooms with modern, water-efficient fixtures, reducing indoor water use by 35%.
Structural Roof Repairs: Completed vital structural repairs to the roof to ensure long-term building durability and safety.
Crawlspace Waterproofing: Waterproofed the building's crawlspace to prevent moisture-related issues, improve air quality, and enhance thermal efficiency.
Natural Habitat Preservation: Preserved and reinforced the habitat around the building with additional native and adaptive species.

Fraud Alert: Fraudulent Nationwide Planning & Zoning Permit Fee Scam

Fraudulent Nationwide Planning & Zoning Permit Fee Scam

Earlier this year, the FBI issued a public warning about criminals impersonating city and county planning and zoning officials to solicit fraudulent payments for land-use and building permits. Evanston has recently received multiple reports of this exact scheme, and victims have been identified nationwide.

The City of Evanston will never ask you to pay permit fees by wire transfer, cryptocurrency, gift card, or peer-to-peer app (Zelle, Venmo, Cash App), and will never request your credit card information by email.

How the Scam Works

Criminals target individuals and businesses with active permit or zoning applications, including projects going through Evanston's Community Development Department or scheduled for a Land Use Commission hearing (held on the 2nd and 4th Wednesdays of each month). Because permit applications and hearing schedules are public information, scammers can pull real details and use them to make their emails look legitimate.

Victims receive an unsolicited email that:

Cites accurate details specific to their case: property address, permit or zoning case number, and the real name and signature of an Evanston or Cook County official. Or sometimes from the Land Use Commission.
Uses professional formatting, city seals/letterhead, and language referencing real processes (Zoning Ordinance Title 6, Land Use Commission review, variances, special use permits, etc.).
Comes from an email address that looks similar to an official Evanston or Cook County domain, but is not actually @cityofevanston.org or a county government domain.
Is timed to arrive while the applicant is in active back-and-forth with the City about their permit, making it feel expected.
Includes a PDF invoice itemizing "fees" and instructs the recipient to request payment instructions by email only, specifically to discourage a phone call for verification.
Pressures the recipient with urgency: threats that the permit, hearing, or approval will be delayed or denied unless payment is made immediately.

How to Protect Yourself

Don't trust the look of it. Seals, official names, and correct spelling/grammar are not proof of legitimacy; scammers copy these convincingly. For tips on how to protect yourself against cyberattacks, visit ready.gov/cybersecurity.
Check the actual sender domain, not just the display name. Look for extra characters, misspellings, or a domain that isn't the City's or County's own.
Verify legitimacy and make a report:
- Contact the City staff member that you have been working with to process your application (usually a city planner), email zoning@cityofevanston.org, or call 847-448-4311 to determine legitimacy.
- If you have determined that the correspondence is illegitimate or a scam, please call the Evanston Police Department (24/7) non-emergency line: 847-866-5000 to make a report.
Remember the payment-method red flag: legitimate Evanston fees are not collected via wire transfer, cryptocurrency, or P2P apps.

City Response: If You Think You've Been Targeted or Scammed

Do not click links, open attachments, or reply to the email.
Call Evanston Police non-emergency at 847-866-5000 to report it locally.
File a complaint with the FBI's Internet Crime Complaint Center at www.ic3.gov, including:
- The sender's email address, the date of the email, and any phone number provided
- Your project's scheduled hearing date, if applicable
- The amount on the fraudulent invoice, the payment method requested, and any bank/wallet account info provided
If you have already sent payment, also contact your bank, card issuer, or the crypto/payment platform immediately. The sooner it's reported, the better the chance of recovery.

Evanston Beaches Affected by Air Quality

Due to unhealthy air quality conditions affecting the region, the City of Evanston has temporarily closed swimming areas at all beaches to help protect the health and safety of staff and visitors.

Current air quality levels have reached a range considered unhealthy, particularly for children, older adults, pregnant individuals, and people with asthma, heart disease, or other respiratory conditions. Outdoor activities, including swimming, sunbathing, and recreational sports, are not recommended until air quality improves.

The closures will remain in effect until air quality conditions improve to levels that are considered safe for public recreation. Officials are closely monitoring conditions and will provide updates as new information becomes available.

Residents and visitors are encouraged to:

Avoid prolonged outdoor activity.
Keep windows and doors closed when possible.
Use air conditioning or portable air cleaners if available.
Follow guidance from local public health officials.
Check current air quality conditions before planning outdoor activities.

Reminder: Cooling Centers open during extreme heat

The National Weather Service has issued an extreme heat warning for this week. The City urges all community members to take preventive actions during this hot weather to avoid heat-related illnesses, such as heat stroke.

The National Weather Service has warned of dangerously hot, humid conditions, with peak heat indices reaching 105 degrees.

Community members are reminded to check on people at risk, especially elderly individuals.

Community members are encouraged to take the following actions to prevent heat-related illnesses:

Drink lots of water, and avoid alcohol, caffeine, and high salt intake
Stay in cool, shaded areas while outdoors, and keep the blinds drawn or lights down indoors
Use air conditioners or fans; avoid excessive exposure to heat in unventilated areas
Reduce physical activity
Take cool baths or showers, and use cool towels
Wear loose, light cotton clothing and a breathable hat
Eat light meals; avoid eating heavy meals and using the oven
Do not leave people or pets alone in a hot car, even for a few minutes

Parks & Recreation Department Launches 'Choose Your Parks & Recreation Adventure' Campaign July 16

To commemorate National Parks and Recreation Month, the City's Parks and Recreation Department invites community members to discover their next adventure with the launch of "Choose Your Parks & Recreation Adventure", a new year-round campaign designed to inspire exploration, connection, and community pride.

Beginning Thursday, July 16, community members can follow weekly Mission Briefings on the Evanston Parks & Recreation Facebook and Instagram pages. Each mission encourages participants to explore a park, visit a community center, discover a new program, meet the staff behind Parks & Recreation, or experience one of the many services and events the department offers.

"Many residents know us for one park, one program, or one event," said Audrey Thompson, Director of Parks and Recreation. "This campaign is about inviting people to see Parks and Recreation through a new lens. We hope every mission inspires someone to explore a new place, try something new, or make a deeper connection with our community."

Monthly Adventure Giveaway

As part of the campaign, community members who complete a mission by commenting on or submitting a photo through the City's Parks & Recreation Facebook or Instagram pages will be entered into a monthly Parks and Recreation-inspired giveaway. Each month, one participant will be randomly selected from eligible entries submitted during that month's missions.

The First Adventure Begins July 16

Mission #001: Find Your Place kicks off the campaign, inviting community members to visit one of Evanston's eight community centers, discover something new, and share their experience. City Launches "Arts in Sacred Spaces"

The City is launching Arts in Sacred Spaces, a new pilot initiative exploring how houses of worship can become partners in Evanston's cultural life.

The Need

Artists and cultural organizations continue to face growing challenges in finding affordable places to create, present, and gather. At the same time, many houses of worship are seeking new ways to activate their facilities, strengthen neighborhood relationships, and sustain their missions. Arts in Sacred Spaces is designed to bring these two needs together.

A Capacity-Building Approach

Unlike traditional venue rental or space-sharing programs, Arts in Sacred Spaces is fundamentally about building capacity. Rather than simply connecting artists with available rooms, the pilot asks a broader question: How can trusted community institutions confidently and responsibly work with artists long after the pilot concludes?

The City has engaged Gaozhe Max Li, a Chicago-based interdisciplinary artist, organizer, and consultant. Li's work at The First Presbyterian Church of Chicago has demonstrated how houses of worship can become thriving cultural partners. He will work alongside the City to help participating institutions develop lasting strategies.

"Artists consistently told us that access to space remains one of the greatest barriers to sustaining a creative practice," said Juelle Daley, Arts & Cultural Engagement Specialist. "At the same time, many congregations are looking for meaningful ways to engage their neighborhoods and make fuller use of their existing spaces. Arts in Sacred Spaces explores how those needs might be brought together through thoughtful partnerships."

How the Pilot Will Work

The initiative will roll out in two phases:

Discovery Phase: Houses of worship, artists, and community stakeholders are encouraged to take a short survey, which will help the City assess interest, readiness, and opportunities for collaboration. Two separate surveys have been developed, one for Artists & Arts Organizations and one for Houses of Worship.
Pilot Phase: A small cohort of congregations will be selected for a multi-month pilot focused on strengthening each institution's capacity for cultural partnership. Through workshops, peer learning, and pilot projects, participants will build the relationships and tools needed to sustain arts engagement long-term.

Each participating house of worship will shape an approach reflecting its own mission, community, and strengths. This may include artist residencies, exhibitions, performances, workshops, storytelling gatherings, educational programs, or cultural dinners.

Cook County Second Installment Property Tax Bills Expected to Be Delayed This Year

Cook County's second installment property tax bills, which are normally mailed by July 1 and due by August 1, will be late again this year. Current estimates indicate that second installment bills will be issued approximately two months behind schedule, resulting in a likely due date of around October 1.

Background on the Delay

Last year, issues with the county's new computer system caused significant delays, pushing the second installment due date to December 15. While the new system now appears to be functioning more reliably, last year's delays remain a primary factor contributing to this year's late timeline.

For many taxpayers, receiving the second installment bill is the first indication of any issues with their property assessments. Taxpayers who wish to dispute their assessments typically do so by filing an appeal. However, because last year's bills arrived so late, many residents were unable to file appeals before their appeal periods had already closed.

In response, county officials reopened the appeal periods for affected areas this past December. While this action gave taxpayers a fair opportunity to appeal, it also delayed the final resolution of this year's assessments.

Looking Ahead

Officials note that this year's delay is expected to be significantly shorter than last year's. As a result, there is a good chance that next year's tax bills will be issued on the normal schedule.

Don't Miss Out on Property Tax Exemptions

Homeowners are reminded that they may still be able to apply for missing exemptions for tax years 2021 through 2025, which can reduce their overall tax liability. This includes the 2025 Senior Freeze Exemption, which must be reapplied for every year.

Residents who believe they may be missing an exemption for which they qualify are encouraged to contact the Property Tax Assessment Review Office to review their eligibility and file the necessary paperwork.

The Rule of 12's

With tax bill timing shifting from year to year, the Property Tax Assessment Review Office encourages taxpayers to follow the "Rule of 12s" as a simple way to stay financially prepared. Each month, homeowners become responsible for roughly 1/12 of their anticipated annual tax bill. That 1/12 can be set aside in a cookie jar, a dedicated bank account, or simply tracked mentally. The goal is to consistently allocate a portion of the tax amount each month so that funds are ready when the bill arrives, regardless of when that may be. This is the same approach lenders use when managing escrow accounts on behalf of homeowners.

Parking Fee Changes as of July 1

As part of the 2025 budget, the City Council reviewed a "menu of options" to reduce reliance on reserves to balance the budget and agreed that the City should begin collecting credit card convenience fees to offset charges paid to the merchant processor, credit card gateway, and financial institutions.

These costs have increased significantly, with the City paying $1.1 million in credit card fees in 2024 and $1.3 million in 2025. Passing along credit card fees received an affirmative response from a majority of City Council members at the time, and this was among the changes incorporated into the adopted FY 2025 budget (p.14) and subsequent FY 2026 budget, with staff noting that implementation would take some time.

This is not a new tax or a revenue-generating measure for the City. Parking meter rates themselves have remained unchanged since 2019. Previously, the City covered the processing costs associated with credit card transactions; beginning July 1, 2026, those costs will instead be absorbed by users who choose those payment methods.

As of July 1, 2026:

Parking sessions made through the ParkEvanston app now include a $0.47 Convenience fee; this includes a credit card processing fee per transaction (previously $0.35)
Beginning a session using "wallet" within the ParkEvanston app, it will incur a $0.30 fee (previously $0).
Credit card transactions at on-street pay stations include a $0.22 processing fee per transaction when paying with a credit card (previously $0). Pay stations still collect coins without a fee.

The fees differ because the app, payment methods, and pay stations operate through different vendors and payment processing systems. There will continue to be no processing fees for payments made with coins at on-street pay stations.

The credit card fee covers merchant processing, credit card gateway, and Passport platform costs. While these fees are not new, they were previously $0.35 per transaction; they now also include credit card processing costs.

To address community feedback, the City has worked with Passport to make the digital wallet a more affordable option. Consumers will see a cost savings of $0.17. Wallet users also benefit from keeping funds in the app for future parking sessions. In addition, as a new feature, Apple Pay and Google Pay have been added as payment options for convenience.

City Announces Operations and Community Information for the July 4 Holiday

The City of Evanston has released its service and facility schedules for the Independence Day holiday, observed on Friday, July 3, and celebrated on Saturday, July 4.

Refuse Collection

All refuse and recycling collections will occur as scheduled and will not be affected by the holiday.

Facilities

Morton City Hall and the Robert Crown Library Branch will be closed on July 3 and July 4.
On Friday, July 3, the Main Evanston Public Library is open, but will be closed on July 4.
All community centers will also be closed on Saturday, July 4, except the Robert Crown Community Center. The Robert Crown Community Center will be open from 6 a.m to 10 p.m.
The fields at the Robert Crown Community Center will be hosting morning games on July 4, starting at 9 a.m. Additionally, the Robert Crown Community Center will serve as a cooling center for community members seeking relief from the heat. Transportation to a cooling center will be available for community members in need. Community members can contact 3-1-1 or the Police Department’s non-emergency line at 847-866-5000 for assistance.

311 Center

Evanston’s 311 Center will be open 7 a.m. to 6 p.m. on Friday, July 3. On Saturday, July 4, the Center will be open from 9 a.m. to 10 p.m. Hours will be extended as needed.

Beaches

All Evanston Beaches will operate normally on Friday, July 3.
Evanston beaches, including Greenwood, Lighthouse, Lee Street, and South Boulevard, will be open for swimming on Saturday, July 4, from 10:30 a.m. to 8 p.m., and a beach pass will be required for access. Clark Street Beach will be closed on July 4 for the fireworks display setup and show. Lifeguards will be staffed across all three shifts to help ensure beach safety during the holiday.
The Evanston Dog Beach will open from 6 a.m. to 10 a.m. on July 4 and will reopen at 7 a.m. on Sunday, July 5.
Watercraft rentals will not be available on Saturday, July 4, and all rental operations will be suspended for the day in observance of the holiday.
Cafe au Lake at Arrington Lagoon will open at 8 a.m. on July 4 and remain open through the fireworks display, closing shortly afterward.

Parking

Parking meters/pay boxes and downtown parking garages will be free on Friday, July 3, and Saturday, July 4, and regular parking enforcement will be suspended both days.
Press (media) parking will be available at Church Street and Sheridan Road.
On July 4, vehicles parked in restricted areas will be towed starting at 6 a.m., with a second wave beginning on Central Street at 10 a.m. Towed vehicles can be retrieved through North Shore Towing at 2527 Oakton St.

Independence Day Celebration

The Evanston Fourth of July Association will host their annual celebration on Saturday, July 4, including morning games, a Kids' Fun Run, a parade at 2 p.m. on Central Street, a concert by the Palatine Concert Band, fireworks at the lakefront, and more! Additional City Reminders

Traffic and safety updates: Updates regarding traffic, parking, and more can be found on the Evanston Police Department's X account @EvanstonPD. Please report any suspicious activities that can cause harm to others by calling 911.

Drones: To support public safety, the Evanston Police Department will deploy drones during the parade and fireworks, and residents can expect an increased security presence throughout the day.

Firework safety: The use of fireworks is illegal in Evanston, including sparklers, firecrackers, bottle rockets, and Roman candles. Unauthorized fireworks pose serious risks of injury, fire, and noise disturbances, especially for children, pets, and veterans. Evanston Police will be enforcing laws prohibiting fireworks. Community members may report illegal fireworks by calling 847-866-5000 (police non-emergency line).

Celebrate Independence Day with a Parade, Games, Concert, and Fireworks

The Evanston Fourth of July Association, in cooperation with the City of Evanston, invites the community to enjoy a full day of festivities on Saturday, July 4. This year’s celebration will feature the Association’s family-friendly games in the morning, tennis finals, a Kids' Fun Run, an award-winning parade along Central Street in the afternoon, and an evening concert and fireworks display at the lakefront.

This year’s Celebration theme is “Home of the Brave Since 1776” in honor of the United States’ 250th birthday and the anniversary of the Declaration of Independence. The parade’s grand marshal this year will be U.S. Rep. Jan Schakowsky, the Evanston-based congresswoman who has served Illinois' 9th congressional district since 1999 and announced she will retire at the end of her term in January 2027.

Founded more than a century ago, the Evanston Fourth of July Association was established after a young child was injured playing with fireworks. In response, local parents came together in 1922 to create a safe, supervised way to celebrate Independence Day, a tradition that continues today. This year's Celebration includes:

Fun Run

Children aged 10 years and younger are invited to take part in the 0.7-mile Evanston 4th of July Kids' Fun Run. Participants can register online or on race day from noon to 12:30 p.m. at the race's starting line. The run begins at 12:45 p.m. at Ackerman Park, located at Central Street and McDaniel Avenue.

Parade

The parade begins at 2 p.m. on Central Street at Central Park Avenue, and then travels east to Ashland Avenue (Ryan Field).

Concert & Fireworks

The Palatine Concert Band will perform from 7:30 p.m. to 9 p.m. at Arrington Lakefront Lagoon at Dawes Park, located at Sheridan Road and Church Street. Lakefront fireworks, set to popular music, will begin at about 9:30 p.m. Fireworks are visible from most lakefront parks.

Cooling Centers Open During Extreme Heat Advisory

The National Weather Service has issued an extreme heat warning for Monday, June 29, through Wednesday, July 1. The City urges all community members to take preventive actions during this hot weather to avoid heat-related illnesses, such as heat stroke.

The National Weather Service has warned of dangerously hot, humid conditions, with peak heat indices reaching 105 degrees.

Community members are reminded to check on people at risk, especially elderly individuals.

City Launches Initiative to Protect American Elm Trees

Recognized as a Tree City USA community, the City continues its commitment to the health of its iconic, stately American elms. These iconic trees are highly susceptible to Dutch elm disease, which has decimated the American elm population nationwide. The City is working to preserve this species and its significant contributions to the local ecosystem and Evanston’s biodiversity through a strategic partnership with Emerald Tree Care and Rainbow Ecoscience. These organizations offer specialized expertise in managing tree health and implementing the City’s plant health care initiatives.

The Forestry Division of the Public Works Agency developed and is leading this effort to inoculate approximately 1,500 American elm trees on public property across the community with a targeted fungicide formulation. The injection process, a carefully monitored procedure, is scheduled to begin on Monday, June 29, and is expected to be completed by September 2026. The antifungal treatment is individually formulated for each tree. This protocol is an important component of managing the long-term vitality and resilience of American elms.

Thomas Iannetti, the City's Forestry Supervisor, emphasized the importance of timing: “When applied at the appropriate moment, antifungal injections can be a highly effective management strategy, significantly reducing disease pressure while preserving mature trees that would otherwise face decline or removal.”

To ensure maximum protection against potential disease outbreaks, inoculations against Dutch elm disease must be repeated according to product recommendations. The City continues to use Arbotect, which has a 3-year repeat cycle, demonstrating ongoing dedication to preserving the urban forest and promoting a healthy tree canopy. American elms are native to the region and contribute numerous ecosystem services to wildlife, other plants, and people.

Property owners who wish to protect their trees should consult with a certified arborist specialized in plant health care and create a management plan specific to each tree. The City’s contract with Emerald Tree Care includes identical pricing for property owners with American elms on their property. Interested property owners can visit the City’s Dutch Elm Disease webpage for more information, including current pricing, details about the City’s 50/50 cost-share program, which is supported through the City’s Tree Preservation Ordinance, and access to the sign-up form.

City Launches Free Summer Cycling Education Series

The City of Evanston, in partnership with the Evanston Public Library and Recyclery, will launch its second annual Summer Transportation Education Series. This collection of free workshops is designed to teach community members of all ages and skill levels how to ride bicycles, scooters, and e-bikes safely and confidently for transportation. The free public workshops will be supplemented with offerings for City of Evanston staff and students at Northwestern and ETHS.

In recognition of the increasing popularity of scooters and e-bikes, adult courses will welcome scooter and e-bike riders aged 16 or older, provided they ride at a controlled speed set by the instructors.

Facilitated by The Recyclery, a nonprofit bicycle education organization, the series includes hands-on classes covering everything from learning to ride to navigating city streets and maintaining a bicycle. The series will include a Spanish-language offering and will take place at locations throughout Evanston.

Registrants who do not own bicycles may request a loaner bicycle and helmet during the workshops. Those ages 16 and older are also encouraged to sign up for the standard or equity Divvy membership.

City Launches Evanston Sun Power Program

The City has launched the Evanston Sun Power Program, which will install 20 rooftop solar energy systems at no cost to low- and moderate-income homeowners across Evanston. This initiative is designed to directly address rising energy costs by providing on-site solar generation and reducing electricity bills for program participants.

The program reflects the City’s continued commitment to increasing community-wide renewable energy access and reducing harmful pollution from fossil fuels in living spaces and the atmosphere.

Windfree Solar, an Evanston-based solar energy company, has been selected by the City to manage the Evanston Sun Power Program. Through this program, Windfree will provide free rooftop solar energy systems for at least 20 income-qualified, owner-occupied households throughout the city.

The U.S. Department of Energy, through a Congressionally Directed Spending request by the Office of Senator Dick Durbin, has provided funding for the Evanston Sun Power Program.

“I'm excited about this significant step toward achieving our climate goals in a manner that's equitable and affordable for Evanston residents. I look forward to partnering with Windfree Solar to reduce carbon emissions and electric bills,” said Evanston Mayor Daniel Biss.

“Windfree Solar is honored to have been selected to manage this transformative program,” said Windfree Solar CEO Eric Heineman. “As energy costs rise, it could not be more timely. Solar energy is a proven way to lower energy bills.”

Low and moderate-income homeowners (single-family and up to 4-unit buildings) are encouraged to apply for the program (English application & Spanish application).

On Wednesday, June 24th, Evanston Sun Power will host an educational recruitment event at the Windfree Solar Cafe from 4:30 p.m. to 6 p.m. Additionally, Windfree Solar will hold “open houses” on Thursday, June 18, and Thursday, June 25, from 3 pm to 6 pm at the Windfree Solar Cafe (517 Dempster Street) to answer questions about the Evanston Sun Power program. Windfree Solar will have a Spanish-speaking member of their team on-site during the educational event and the second open house. Windfree will also offer free drip coffee and a $3 coupon for pastries to anyone who applies for the program during these events.

The Evanston Sun Power program is another step toward achieving the City’s climate goals, including its commitment to increasing clean energy access and reducing utility costs for low- and moderate-income households. The program also aligns with the City’s goals, as detailed in the Climate Action and Resilience Plan, to become carbon neutral and procure 100% renewable electricity.

City to Host Annual “Evanston Recycles” Event on June 27

The City will host its annual "Evanston Recycles" event on Saturday, June 27, from 9 a.m. to noon, at Evanston Township High School, 1600 Dodge Ave.

Each year, this free “drive-up, drop-off” event offers residents the opportunity to recycle and donate a variety of items, as well as securely shred documents. This year, the City will be collecting electronic waste, documents for shredding, and unused prescription medication and expired over-the-counter drugs.

New in 2026!

Residents from Climate Action Evanston will be volunteering onsite, taking select additional materials to help reuse and recycle items. Please ensure that when transporting these items to the event, they are accessible and separated for easy collection and sorting by volunteers. Accepted items include:

Bicycles, bike parts, and accessories
Books, CDs, and DVDs
Tools (hand or power) in good working condition
Usable art and office supplies (markers, paint, paper, etc.)
Lego bricks
Tennis balls

Directions for Drivers, Cyclists & Pedestrians

Community members participating in the event by car should enter the drop-off line on Church Street west of Dodge Avenue (view map below). Participants are asked to follow the signs to the drop-off area and remain in their cars. Participants are asked not to line up before 8 a.m.

Those who are walking or cycling to the event to drop off their items should proceed directly to the north or south edge of the collection area along Wildkit Drive on the map, rather than following the green route designated for drivers. This will allow pedestrians to navigate the event safely and avoid walking through vehicle traffic. There should be tents and signage directing walk-up traffic on where to proceed.

Document shredding is not available for businesses.

Medications Disposal

Residentially generated, unused prescription medication and expired over-the-counter drugs will be accepted for disposal. Medications considered to be controlled substances will also be accepted. Participants are asked to follow these guidelines for medication disposal:

Medicines must be in labeled containers; no loose pills
No needles or syringes (used or new)
Multiple medicine bottles should be transported in a clear, re-sealable storage bag

Evanston Recycles is supported by the Solid Waste Agency of Northern Cook County (SWANCC). Electronics recycling and document destruction are open to residents of all Solid Waste Agency of Northern Cook County (SWANCC) communities.

Church Street will be closed to through traffic between McCormick Boulevard and Dodge Avenue during the event. Access will be limited to event-related vehicles only. Attendees should enter from McCormick Boulevard via Church Street, and all exiting traffic will be directed back toward McCormick Boulevard at the end of the event.

City Earns United States Lifesaving Association Certification

The Evanston Fire Department and Parks and Recreation Department are proud to announce that the City has earned certification from the United States Lifesaving Association (USLA), the nation’s leading organization dedicated to open-water lifesaving and beach safety.

This certification recognizes Evanston’s commitment to maintaining the highest standards in lifeguard training, emergency response, public safety, and professional beach operations. Through a comprehensive review process, the City demonstrated compliance with nationally recognized safety best practices for open-water environments.

“This certification reflects the dedication, professionalism, and hard work of our lakefront staff and leadership teams,” said Sean Malloy, Field Chief of Special Operations for the Evanston Fire Department. “The safety of our residents and visitors is our highest priority, and earning USLA certification reinforces our commitment to providing a safe and enjoyable experience at Evanston’s beaches.”

The USLA certification process evaluates multiple aspects of a beach safety program, including lifeguard recruitment, training standards, rescue procedures, emergency action plans, equipment readiness, and lakefront operational practices. Evanston’s lakefront includes five guarded swimming beaches along Lake Michigan that welcome approximately 175,000 visitors between Memorial Day and Labor Day, as well as a dog beach and both motorized and non-motorized boat launches. Lifeguards and Aquatic Camp counselors complete extensive training in open-water rescue techniques, first aid, CPR, AED operation, emergency response procedures, and motorboat operations.

A key component of the certification process was the ongoing partnership between the Evanston Fire Department and the Parks and Recreation Department. Together, the departments collaborate on training, beach operations, and public safety initiatives that help protect residents and visitors along Evanston’s shoreline.

“Earning this certification highlights the strong collaboration between departments and our shared commitment to water safety,” said Tim Carter, Lakefront and Athletics Manager. “We are extremely proud of this accomplishment, and it is an honor that the City of Evanston is the only agency in Illinois to earn this certification.”

City Invites Community to Celebrate Juneteenth, Announces Holiday Schedule

The City invites community members to commemorate Juneteenth with a day of reflection, celebration, and community on Friday, June 19. The annual observance will begin with Opal's Walk for Freedom and conclude with a community celebration at Arrington Lagoon in Dawes Park.

Juneteenth marks June 19, 1865, the day enslaved African Americans in Galveston, Texas, learned of their freedom, more than two years after the Emancipation Proclamation was signed. Recognized as a federal holiday since 2021, Juneteenth commemorates the end of slavery in the United States and celebrates Black culture, resilience, and achievement.

Opal’s Walk for Freedom

The day's events begin with Opal's Walk for Freedom, inspired by the lifelong advocacy of Dr. Opal Lee, known nationally as the "Grandmother of Juneteenth." Presented by Evanston Present and Future in partnership with the City of Evanston, Mari Enterprise, and Unity Unlimited, this nationally recognized event coincides with America's 250th anniversary and the 161st anniversary of Juneteenth.

The walk kicks off at Arrington Lagoon (1647 Sheridan Rd.) and follows the scenic lakefront path north toward Northwestern University before looping back to Lee Street Beach. Participants of all ages are invited to walk the 2.5-mile route, which symbolizes the two and a half years between the signing of the Emancipation Proclamation and the enforcement of freedom in Texas. Festivities will also include an Opal Lee Barbie giveaway honoring Dr. Lee's place in Mattel's Inspiring Women collection and a "Colors of Juneteenth" coloring contest based on the coloring book and history guide by Kemone Hendricks.

Following the walk, community members are encouraged to gather at Arrington Lagoon in Dawes Park for a celebration hosted by the City. The Juneteenth Celebration will feature:

Holiday Schedule & Service Changes

The City has announced the following facility closures and service schedules for the Juneteenth holiday on Friday, June 19.

Refuse Collection: Collection services will not take place on recognized holidays, including Juneteenth. All waste services will be postponed by one day.

Parking: Parking meters, pay boxes, and downtown parking garages will be free on Juneteenth. Restricted areas with signs prohibiting parking except on holidays will be honored. No street cleaning will occur on Friday, June 19.

Facility Closures: Morton City Hall, Chandler-Newberger Center, Gibbs-Morrison Cultural Center, Evanston Ecology Center, Fleetwood-Jourdain Community Center, Robert Crown Community Center, Levy Senior Center, Dr. Jorge and Luz Maria Prieto Community Center, and all Evanston Public Library locations will be closed Friday, June 19.

Evanston Arts Council Awards $135,000 in Cultural Fund Grants to Local Arts Organizations

The Evanston Arts Council has announced the recipients of its annual Cultural Fund Grants, awarding a total of $135,000 to 30 nonprofit arts organizations that enrich the cultural life of our community. Thanks to continued support from the City’s General Fund, the Illinois Arts Council, and the National Endowment for the Arts, the Arts Council was able to increase the grant levels compared to last year.

This year’s awardees represent a wide range of the vibrant cultural activities available to Evanston residents in literary arts, music, dance, theater, visual arts, and arts education. The applications were reviewed by a panel of six jurors with backgrounds in the visual arts, music, dance, film and video, theater, arts education, and multimedia. Proposals were evaluated using three criteria: artistic excellence and merit, community impact, and organizational capacity.

Haitian American Museum of Chicago (HAMOC): Funds will support We Walk: A Celebration of Black Community, which HAMOC will bring to Dawes Park in the summer of 2026.

Hive Center for the Book Arts: Funds will support operating expenses and a scholarship fund for Hive Center for the Book Arts, which builds community through writing, reading, papermaking, printmaking, and bookbinding.

First West Nile Virus Positive Mosquitoes Found in Evanston in 2026

The North Shore Mosquito Abatement District (NSMAD) has found the first West Nile virus-positive mosquitoes in its traps in Evanston this year.

One batch of mosquitoes, collected on May 26, 2026, from an NSMAD trap in Evanston, tested positive for West Nile virus in NSMAD's lab on May 28.

While the risk of being infected with West Nile virus is low at this time of year, NSMAD and the Evanston Health & Human Services Department (EHHS) recommend that community members take personal protection measures to minimize mosquito bites, including:

Use EPA-registered insect repellent
Wear loose-fitting clothing
Avoid peak mosquito feeding times around dawn and dusk
Examine property and eliminate any items that can hold water, particularly smaller items that may be easily overlooked

Contact NSMAD by calling 847-446-9434 to report areas of stagnant water in roadside ditches, flooded yards, and similar locations that may produce mosquitoes. Remember, if it can hold water, it can breed mosquitoes. Those experiencing mosquito-related issues should submit an NSMAD Service Request.

The City of Evanston has been ranked #9 out of 205 suburbs overall in the Chicago area by Chicago Magazine’s June/July 2026 issue, in the publication’s first-ever fully data-driven ranking of suburban communities across Cook, DuPage, Kane, Lake, McHenry, and Will counties.

The rankings, produced in partnership with analytics firm DataJoe, evaluated communities on eight weighted categories: Community, Housing, Education, Safety, Mobility, Entertainment, Green Space and Parks, and Proximity to the Loop. Evanston earned an overall score of 8.11 out of 10, placing it among the top five percent of all ranked communities.

Evanston’s category performance was particularly distinguished in three areas. The city earned the #1 ranking in Mobility, reflecting its exceptional walkability, bikeability, and access to public rail and bus lines. Evanston also ranked #6 in Green Space & Park and #11 in Community (a category that rewards racial and linguistic diversity, educational attainment, low poverty rates, and low unemployment).

Chicago Magazine specifically highlighted Evanston’s distinctive character as “a city that puts the urban in suburban,” noting the community’s strong walkability and transit access, its robust cultural and restaurant scene, and a housing market offering options across a wide range of price points.

City Announces 2026 Memorial Day Holiday Schedule

The City of Evanston has announced facility closures for the Memorial Day holiday weekend, Saturday, May 23, through Monday, May 25.

Refuse Collection

Collection services will not take place on recognized holidays, including Memorial Day, May 25. All waste services will be postponed by one day.

Parking

Parking meters, pay boxes, and downtown parking garages will be free on Memorial Day. In addition, other restricted areas that have signs that prohibit parking except on holidays will be honored. No street cleaning will occur on Monday, May 25.

Facility Closures

The Morton City Hall will be closed Saturday, May 23, through Monday, May 25.

All Evanston Public Library locations, the Robert Crown Community Center, Chandler-Newberger Community Center, Gibbs-Morrison Cultural Center, Noyes Cultural Arts Center, Fleetwood-Jourdain Community Center, Jorge and Luz Maria Prieto Community Center, the Ecology Center, and Levy Senior Center will be closed on Monday, May 25.

Beaches

All Evanston beaches will open for the season beginning Saturday, May 23. Beaches will be open on Memorial Day.

Beaches will be free to Evanston residents again this year. Similarly to last year, all beach patrons must present a season beach pass or daily ticket to enter the beach. Beach fees still apply for non-Evanston residents.

The 311 Service Center will be closed on Memorial Day. The 311 Center will also be closed on Saturday, May 23, and Sunday, May 24, according to its normal operating schedule. 311 is available online 24/7 at cityofevanston.org/311.

City Swimming Beaches to Open for the Season on May 23

The City's Parks and Recreation Department has announced that Evanston beaches will open for the season on Saturday, May 23, and will remain open through Labor Day, Monday, September 7.

To ensure all community members can access and enjoy Evanston's public swimming beaches, the City will provide free season beach passes to Evanston residents. Community members can pick up passes for their household with proof of residency (60201 & 60202). During regular office hours, beach passes will be available at the Robert Crown Community Center, Levy Senior Center, Fleetwood-Jourdain Community Center, Chandler-Newberger Community Center, Evanston Ecology Center, and Prieto Community Center. Passes are unavailable at Morton City Hall.

Evanston season beach passes/daily tickets are mandatory

All beach patrons must present a season beach pass or a daily ticket to enter the beach. IDs will not be accepted at beach entrances. Proof of residency for each person in a household is required to obtain a beach pass. No pass is required for children under the age of one. Season and daily passes are non-refundable.

Acceptable forms of identification to receive a beach pass:

Driver’s License or State ID
Mortgage
Title or lease agreement. If sharing a lease agreement, a second form of ID with the Evanston address is required.
Utility bill
Tax Return
Voter registration card
Vehicle registration
ETHS, D65, or NU Student ID
District 65 free or reduced lunch letter

Children will need to show a current report card, school picture ID, parents' insurance card listing dependents, tax return document, or other form of ID that a parent may have that proves Evanston residency.

Note: Children under six are not required to provide proof of residency; however, a date of birth and full name are still needed to obtain the beach pass. College-age adult children (ages 18–20) may be eligible if their primary residence is in Evanston and they can provide proof of residency, such as a government-issued ID listing an Evanston address. Adult children aged 21 and over who reside in the household must pick up their beach passes in person. Parents may not pick up passes on behalf of adult children age 21 and older.

Non-Evanston resident beach access

Non-Evanston residents must purchase a season beach pass or a daily beach ticket to access Evanston's swimming beaches. Guest beach ticket information is below. Families who live outside of Evanston (60201 or 60202) and who have students enrolled in School District 65 or ETHS are eligible to receive free beach passes. Learn more about beach admissions.

Season beach passes

Season beach passes can be purchased at any of the community centers listed above during their office hours or in person beginning Saturday, May 9, at the Dempster Street Beach office between 11 a.m. and 6 p.m.

Daily beach tickets

Customers may purchase daily beach admission at the entrance through the gate attendant. Physical daily beach tickets may also be purchased in person at the Dempster Street and Clark Street Beach offices during office hours during the beach season.

Discounted rate for Skokie residents

Daily beach ticket prices are $10 per person for Skokie residents and $12 per person for non-Skokie residents. Children under the age of one may enter beaches for free. Season passes will be sold at the discounted rates listed below for Skokie residents. Proof of Skokie residency (60203, 60076, 60077) will be required to purchase Skokie pass and ticket rates.

Guest beach tickets

This program allows Evanston residents to purchase a discounted daily ticket for their visiting guests. Guest tickets may be purchased in advance or at the time of use and are non-refundable.

Ticket Information:

$5 per ticket
Each Evanston household is limited to a maximum of 20 tickets per season.

Eligibility:

Only community members residing in zip codes 60201 or 60202 are eligible to purchase guest beach tickets.
A guest ticket must be purchased directly by the Evanston resident. Guests do not need to be physically present.

In-Person Purchase Only:

Tickets can be purchased anywhere season beach passes are sold.
Please bring proof of residency when making the purchase.

Watercraft Rentals

Watercraft rentals, including sailboats, kayaks, and stand-up paddleboards, begin for the season on Monday, June 1. For more information, visit cityofevanston.org/watercraftrentals.

Lakefront Safety

The City uses a swim flag warning system to help beach visitors better understand swimming conditions. The concept is straightforward: different colors indicate the level of swimming risk. Flags are located at each beach on one of the lifeguard chairs. Learn more.
Making life jackets available for anyone to enjoy our beaches is a crucial step toward preventing accidents and promoting responsible water recreation. Life jackets are available at all swimming beaches, free of charge. Learn more.

Residents are encouraged to check the status of swimming beaches before heading out.

No Throw Zones

"No Throw Zones" will continue at all swimming beaches. These designated areas offer a quieter space free of airborne recreational equipment like balls, frisbees, and kites. Signs and mobi-mats (blue accessible paths) will mark the zones. For more details, visit the City’s Accessibility webpage.
