Roll-Off Dumpster Services
Scheduling Service or Altering Service Levels:
Residents, businesses, and licensed contractors seeking to dispose of construction debris within the City limits are required to use the franchised hauler. The construction debris service is a part of the commercial municipal solid waste franchise, and the selected hauler is determined through a competitive bidding process.
Per City Code, construction debris is any “is any building material generated from the installation, repair, maintenance, alteration, enlargement, demolition, or abandonment of facilities”. Residents, businesses, and licensed contractors are expected to work with the franchise hauler to obtain construction debris disposal services before any work is completed.
Billing:
All billing will be conducted directly with the franchised hauler and the customer. The City is not directly involved in the payment process. Below are the current pricing matrix for roll-off services with the franchise hauler.

The Hauler will assess an administration fee for any roll-off service that is disposing of material at a landfill. $1.00 per month per cubic yard size for roll-off containers multiplied by the number of times the container is serviced each month

Annual Price Increase:
The unit prices in future service years will be adjusted annually based on the change in the Consumer Price Index (CPI-U) for the Midwest Urban Area, All Items. The charges for the previous 12 months are subject to a set range of adjustment (2.5-3.5%), such adjustment that shall be effective as of November 1st of each subsequent year this Agreement is in effect.

Fuel Rate Price Adjustment:
Should the cost of diesel fuel exceed $6.75 per gallon or be reduced to $6.75 per gallon (strike price), as reported by the American Automobile Association (AAA) on its “Daily Fuel Gauge Report” for Illinois Chicago Metro (https://gasprices.aaa.com/?state=IL), during any quarter during the term of this Agreement, the Contractor may adjust the monthly service charge to the customer to reflect the additional cost / decrease in cost of said fuel. Accounts will be notified 30 days prior to any adjustments are done.This cannot go into effect the first year of the agreement
There is the ability to request for an exemption from this service agreement. The request for an exemption needs to be submitted in writing and submitted to WasteFranchises@cityofevanston.org explaining why they should be exempt from having to utilize the franchise service. Prior to any work being performed exemption seeking entities need to provide evidence they are utilizing a hauler that is licensed by the City and providing the following details for the work being conducted:

Estimated number of containers and size to be utilized

When the service is expected to begin

Length the project is expected to last

Location the debris is to be disposed
Each month that the service is provided for the exempted work the entity has to provide the city a copy of the invoice indicating the cubic yards of the containers serviced and the weight of the material disposed of. The entity, barring it is a governmental agency, also has to pay the city a hauler fee of $1.00 per cubic yard of material disposed of. The fee shall be paid to the city no later than the close of the month following the end of a quarter
Asbestos:
While asbestos is not covered for the franchise agreement, projects that require removal of asbestos do still require the utilization of a licensed hauler with the city. Projects may require to supply documentation from the city showing the hauler removing the asbestos is licensed by the City.
Hauler Licensed:
Entities that are exempt from utilizing the franchise hauler are required to utilize a license hauler. Licensed haulers are required to meet certain requirements each year in order to operate within the city limits. Entities are required to show proof their hauler is licensed before receiving an exemption
If roll-off containers are expected to be placed in an area that infringes on the public right of way customers will need to ensure they have obtained a Right of Way Permit before scheduling service.
The Right of Way is public property and includes any public thoroughfare such as a street, road or alley. It also usually includes the median, utility poles, sidewalks, parkways and curbs. The ROW typically starts 12”-18”from the edge of the public sidewalk nearest the residence and continues to the same point on the opposite side of the street. The exact location of the ROW boundary line can only be determined by locating property survey marker or hiring a licensed surveyor to set the property survey marker. Please be aware if the City does find a roll-off in the public right of way without a permit the City may request the hauler to remove the container until a permit is obtained and any additional cost will be the responsibility of the customer.
