    At the March 14 Evanston City Council meeting, Mayor Elizabeth Tisdahl signed a proclamation declaring Monday, March 14, 2016 to be "Monarch Butterfly Day" in the City of Evanston.     The City of Evanston's Environmental Services Bureau is pleased to announce the 34th consecutive year of its Private Elm Tree Insurance Program, covering the removal of elm trees on private property lost due to Dutch elm disease (DED). New this year, participants re-enrolling in the program may do so online; first-time participants must complete a paper application.     The Evanston Police Department is introducing the C.L.E.A.R. method as part of its efforts to reduce the number of burglaries and strengthen public safety initiatives.'     A record 615 Evanston youth ages 14 to 18 attended the 2016 Mayor's Summer Youth Employment Program (MSYEP) Job Fair at Evanston Township High School (ETHS) on Saturday, March 12. It was the program's largest job fair to date, exceeding the 2015 job fair's attendance of 600.     The City of Evanston's Environmental Services Bureau is replacing damaged and older model yard waste carts (pictured) throughout the city as part of a free, one-time exchange program.     The ticket office at the Davis Street Metra station has reopened after a brief, temporary closure over the last several days.
