Appeals

 The BOR mailed out their 2024 appeal decision letters. There is nothing more for you to do at this time. The final AV will be reflected on the 2024 2nd Installment tax bill which will be mailed out in early July 2025.
Your next opportunity to file an appeal will be with the Cook County Assessor's Office sometime in the Spring of 2025. Visit their website at

Be sure to check your exemption savings listed on the bottom left corner of the second installment (yellow) tax bill. If you are missing an exemption from tax years 2019-2023,

-You can apply online for a Certificate of Error (C/E) at cookcountyassessor.com/certificates-error.

-You can also visit my office for help, or

-You can go directly to the Assessor’s Skokie Office at the Skokie Courthouse, 5600 Old Orchard Rd., to submit a 2023 exemption Certificate of Error (C/E) application.
You’ll receive a refund check in the mail within about two to three months. 
*If you’re applying for the 2023 Sr. Freeze Exemption, you’ll need to use your 2022 income information to complete the form.

The Cook County Assessor’s Office offers five property tax exemptions:

- Homeowner (automatically applied after initial application),
- Senior, 65 and older (automatically applied after initial application),
- Low-Income Senior Citizens Assessment Freeze Exemption "Senior Freeze", 65+ and household income of $65,000 or less (must reapply for this exemption EVERY YEAR),
- Persons with Disabilities (must reapply every 4 years), and
- Veterans with Disabilities (must reapply every year*).

You'll receive a refund for the missed exemptions within two to three months.


Property Tax Bills

The 2023 Second Installment tax bills were due on August 1st.

You can still make payments, including partial payments, online at cookcountytreasurer.com, at Chase Bank, or by mail. You will be assessed a monthly 0.75% late fee if there is a balance after the due date.

The link below is an announcement from Cook County Treasurer Maria Pappas regarding making late payments for the 2023 Second Installment tax bills.

She recommends that if you cannot pay the full amount of the tax bill by August 1 (please check to make sure you are receiving all of the exemptions that you qualify for), then you can make partial payments and payoff the tax bill in increments.

Please note that late payments are charged a 0.75% monthly  interest rate, but you do have the choice to pay as you can until your tax bill is paid in full.

The Treasurer's website now has a Payment Plan Calculator which is a free financial planning tool to help you make partial payments on your delinquent property taxes.

Also, in most cases, it would be more cost effective to pay your tax bill late and in installment payments than to pay your tax bill with your credit card.

If you receive an alert and/or are concerned about fraud, please contact the Cook County Clerk's Property Fraud Unit at clerk.RecordsFraud@cookcountyil.gov, and their staff will help search the problem and coordinate a law enforcement response where indicated.

What We Do

The City of Evanston Property Tax Assessment Review Office acts as a taxpayer advocate for the residents of Evanston.  This Office does not actually assess property, rather it answers residents' questions and aids in exemption and appeal applications. The property assessment is done by the Cook County Assessor’s Office for all of Cook County.  The Cook County Assessor is permitted by law to use market values for the three years prior to the reassessment year in order to determine market value for any residential class of property in a specific area.

Cook County 

Cook County Assessor's office - Does all assessing in Cook County on a triennial basis; administers property exemptions (homeowner, senior, etc.); hears appeals from property owners.

Cook County Treasurer's office - Prepares all tax bills and collect all taxes. Taxes are collected in arrears; tax bills are issued in February (First Installment due March 1) and July  (Second Installment due August 1). These dates are subject to change.

Cook County Clerk's office - Applies levies from taxing bodies and applies those levies to the Assessed Value (AV) to calculate each property's tax liability; provides information on prior years delinquent taxes and handles the redemption process.

Cook County Board of Review office - Hears appeal from property owners (this is homeowner's second opportunity to appeal after the Cook County Assessor appeal); determines fair assessment.
