Liquor Licenses 
The Mayor, as Local Liquor Control Commissioner, manages and oversees the licensing and code compliance of all local businesses and events that include liquor service. No local business or event may sell or serve alcoholic liquor without having a valid liquor license issued by the City of Evanston.
Liquor License applications are to be submitted to the Local Liquor Control Commissioner within the City Manager’s Office. The City of Evanston may issue annual liquor licenses to businesses (corporation, co-partnerships, clubs etc.) and one-day liquor licenses for special events.
The Local Liquor Control Commissioner appoints a Liquor Control Review Board which investigates and reviews all liquor license applications. Applications are also subject to a hearing conducted by the Liquor Control Review Board. The Board makes recommendations to the Administration and Public Works Committee and City Council on whether a license shall be issued.
BASSET Training
Beverage Alcohol Sellers and Servers Education and Training, also known as BASSET, is required by the Local Liquor Control Commissioner and is the only approved course by the Illinois Liquor Control Commission.
As part of the Alcohol Awareness Program, the City of Evanston partnering with 360 Training® offers a 6-Hour e-learning BASSET course approved by the State and City. The "virtual university" offers managers and employees convenient training that does not affect the productivity of our local businesses. The cost of the course is $25.00 per student. Corporate billing accounts and bulk enrollments may also be set-up.

Identification Screening Basics is also available for those seeking guidance on how to check ID’s. It is against Illinois law to sell or distribute alcoholic beverages to individuals under 21 years of age.
