CDBG Target Area Map

 

Each year, the City of Evanston receives approximately $2 million in federal Community Development Block Grant (CDBG) funds as an entitlement community of the U.S. Department of Housing and Urban Development (HUD). Evanston uses its CDBG funds to further its community development objectives, focusing on low- and moderate-income individuals, families and neighborhoods to:

  • Provide decent housing
  • Provide a suitable living environment
  • Expand economic opportunities

The Housing & Community Development Act Committee oversees the CDBG program and provides recommendations to the City Council on the use and appropriation of CDBG funds. Citizen involvement in the planning and use of CDBG funds is encouraged and all meetings relating to the City’s CDBG program are open to the public. The City is accepting applications for public services, public facilities improvements, housing programs/projects and economic development activities, as well as for projects undertaken by neighborhood groups in the CDBG Target Area, for the 2010/11 fiscal year (March 1, 2010-February 28, 2011).  To be eligible for CDBG funding, a project or program must benefit primarily low- to moderate-income residents or address blighting, and address the community development goals of the City.  

 

First time applicants are strongly encouraged to meet with CDBG staff to determine the eligibility of their program. To schedule a conference, call Sarah Flax at 847-866-2928, ext. 2268.

 

Application forms are posted below. Click on the appropriate form and download it to your computer. Complete all sections of the application, keeping within the space allocated, and submit 15 copies, including all required attachments. The application deadline for 2010/11 CDBG funds is 5 PM on Friday, September 18, 2009. No late applications will be accepted.

 

Applications may be delivered by mail or in person to the Planning Division office, located on the third floor of the Lorraine Morton Civic Center, Room 3900, 2100 Ridge Ave, Evanston, IL  60201. Substantial Amendment to 2009/10 One Year Action Plan

 

The City of Evanston is amending its 2009/10 Action Plan to allocate $120,615 of incremental funding for the 2009/10 CDBG Program. The amendment increases allocations for eleven programs and projects in the City’s 2009/10 Action Plan, which was approved by HUD on February 24, 2009. The Substantial Amendment will be considered by City Council at its meeting on August 10, 2009.

 

Copies of the 2009/10 revised CDBG program budget and the 2009/10 Action Plan may also be reviewed in the Planning Division office, Evanston Civic Center, 2100 Ridge Avenue, Room 3900, Evanston, Illinois, 60201.

CDBG-R

 

The City of Evanston’s Substantial Amendment to its 2008 Action Plan regarding the use of $523,828 in supplemental CDBG funds which the city will receive as part of the American Recovery and Reinvestment Act of 2009 was submitted to HUD on June 5, 2009. The City is awaiting its approval. Copies may also be viewed at the Planning Division office, 2100 Ridge Avenue, Room 3900, Evanston, Illinois.
